பெரியார் கலைக் கல்லூரியில் முதல் அரசியல் சாசன தினவிழாக் கொண்டாடப்பட்டது. (26.11.2015)

மத்திய அரசின் மனித வளம் மற்றும் வளர்ச்சி அமைச்சகத்தின் அறிவுறுத்தலின் பேரில் கல்லூரிகளில் இந்திய அரசியல் சாசனம் பற்றிய விழிப்புணர்வு முதல் கூட்டத்தை 26.11.2015-அன்று நடைபெற வேண்டும் என வலியுறுத்தியுள்ளது. அண்ணல் அம்பேத்காரின் 125-வது பிறந்த நாளையொட்டி “அரசியல் சாசனம் நாள்” கொண்டாடப்படுகிறது. உலக நாடுகளில் மிக சிறந்த அரசியல் சாசனத்தை உருவாக்கியதற்கு சாசனக்குழுவின் திறமை பாராட்டத்தக்கது. இந்திய அரசியல் சாசனம் என்பது தலையாய சட்டமாகும்.

இச்சாதனத்தில் அடிப்படை உரிமைகள கடமைகள அரசு நெறிசாற் கொள்கைகள் மற்றும் இந்தியா அனைத்து மதங்களை ஆதரிக்கும் நாடு என்று வலியுறுத்துகின்ற எண்ணங்கள் மற்றும் விதிகளை மாணவர்கள் அறிந்து கொள்ள வேண்டும் என்ற அடிப்படையில் இந்நாள் அம்பேத்கார் பிறந்த நாளில் கொண்டாடப்படுகிறது.

இவ்விழாவில் சிறப்பு சொற்பொழிவை கல்லூரி முதல்வர் வ.நா.விஸ்வநாதன் ஆற்றினார். அவர்கள் கூறுகையில் இந்திய மக்களாட்சியில் இந்திய அரசியல் சாதனம் ஒரு செயல்பாட்டு கருவியாக உள்ளது என்றார். மேலும் மக்களாட்சியை தக்க வைத்து கொள்வதற்கு சாதனத்தில் நெகிழும் தன்மை மிகவும் உற்ற தன்மையாக உள்ளது.

விழா இறுதியில் பொது நிர்வாகத்துறை கீழ்க்கண்ட தீர்மானங்களை மத்திய மனிதவள மேம்பாடு மற்றும் வளர்ச்சி அமைச்சகத்துக்கு அனுப்பியது.

    1. பள்ளியில் 101 மற்றும் 102 மாணவர்களுக்கு அரசியல் சாசனம் ஒரு கட்டாயமாக இருத்தல் அவசியம்.

2. மருத்துவம் பொறியியல் மற்றும் அறிவியல் மாணவர்களுக்கு அரசியல் சாசன தாள் ஒரு பிரதான பாடமாக (Non-Majo) இருத்தல் அவசியம்.

3. பல்கலைக்கழகங்கள் மற்றும் கல்லூரிகளில் ஆண்டில் ஒரு முறையேனும் தேசிய அளவில் கருத்தரங்கம் நடைபெறுதல் வேண்டும்.

4. சாசனத்தின் அடிப்படை எண்ணங்களை சாதாரண மக்கள் அறியும் பொருட்டு நாட்டு நலப்பணித்திட்ட மாணவர்களை பயன்படுத்தலாம்.

கடலூர் மாவட்டத்தில் முதல் அரசியல் சாசன தினத்தை முனைவர்.B.R.அம்பேத்காரின் 125-வது பிறந்த நாளையொட்டி விழாவாக கொண்டாடிய பெருமை பெரியார் அரசு கல்லூரிக்கு உரியது.

வரவேற்புரை நல்கிய பேரா.கி.செந்தில்குமார் சாசனத்தின் அடிப்படை விதிகளை கூறினார். இவ்விழாவில் பங்கேற்ற முனைவர்.கு.நிர்மல்குமார் சமூக நீதியை பற்றி குறிப்பிட்டு இந்திய அரசியல் சாசனமும் நீதிமன்றமும் எவ்வாறு அதை பாதுகாக்கின்றது என்று கூறினார். இவ்விழாவில் பல்வேறு துறையை சார்ந்த மாணவர்கள் பங்கேற்றனர்.

The Department of Public Administration, Periyar Arts College, Cuddalore in commemoration of Dr.B.R.Ambedkar’s 125th Birth Day celebrations observed “1st Constitution Day” on 26.11.2015.

The Department of Public Administration, Periyar Arts College, Cuddalore in commemoration of Dr.B.R.Ambedkar’s 125^th Birth Day celebrations observed “1^st Constitution Day” on 26.11.2015. Prof.K.Senthilkumar in his welcome address delivered the basic tenants of Indian constitution and added that the Constitution Day is celebrated to create awareness on the basic law of the land to the students community.

In his special address Dr.V.N.Viswanathan, Principal, Periyar Arts College, Cuddalore, explained how democracy in India has been sustained by a functional Constitution. He added, that the Constitution of India has borrowed many provisions from the working experiences of UK, USA, France, Ireland and former Soviet Union. Celebration of constitution day is a milestone in the academic history of India and therefore, irrespective of disciplines all student must know the working of Indian Constitution Dr.K. Nirmalkumar explained how Indian constitution delivered the social justice through reservation. He highlighted the visionary zeal of Dr.B.R.Ambedkar, founding father of Indian Constitution.

At the end of the session, the Public Administration Association recommended the following proposals to the Union Ministry of Human Resources Development, New Delhi.

1.      To make the study of Constitution as a compulsory paper for all Higher Secondary students.

2.      To make Constitution paper as a non-major subject for Medical, Engineering and other Science students.

3.      To conduct atleast one National level seminar on issues related to the Constitution in every Colleges/Universities.

4.      The college NSS units may be utilized for creating awareness on the basic features of Indian Constitution.

The 1^st Constitutional Day was celebrated in pompous way by spreading the Constitutional rights enjoyed by the citizen of India.
